IPS systems use signature-based detection method for known vulnerabilities and exploits. Evidently, IPS is useless against zero-day or widely unknown vunerability. In general it is a reactive part of the whole protection system, that is why relying only on IPS can grant the user a false feeling of being protected, which is far from reality.
